JOB DESCRIPTION OF HSE OFFICER.
To advise site management in respect of HSSE matters. Ensure the implementation of the
HSSE plan for the Contract activities. This shall include AAC and Subcontractors activities.
Participate in inspections and audits as per the HSSE plan, monitor the frequency of these
and follow up to ensure that allocated corrective measures are taken.
Coordinate with the HSE Manager and arrange for follow up of Health, Safety Security and
Environmental activities.
Interact with client / consultant HSSE representatives and Subcontractors HSSE
Department, Line Managers and the HSE Manager on day-to-day HSSE requirements.
Disseminate the information regarding learning points following accidents/incidents that
occur in AAC and in other companies or contracts.
Identify the needs of training for the site employees and advise the Site Manager for follow
up and implementation.
Update & maintain training register regularly & forward a copy to AATC HO.
Identify the hazards, which have not been identified and ensure that the controls are in place
and forward to the HSE Manager for inclusion in the hazard register.
Ensure that the emergency equipment and procedures are adequate to take care of an
emergency. Conduct regular drills and exercises to test these and the emergency response
of personnel including Subcontractors.
Ensure that the personal protective equipment is fit for purpose and used by the employees
with respect to the specific job hazards.
Arrange for Safety Flashes/ Alerts in the event of near misses/incidents and advice on the
preventive measures needed to avoid repetition of the event.
Ensure compliance to waste management procedure.
Report and investigate all incidents occurring in the project. Ensure recommendations are
complied.
Collect and compile HSSE performance data and communicate findings to the Corporate
HSSE Manager, Line Management, Subcontractors management.
Interact with the Project Manager, Site Manager, Engineers, Supervisors and workers.
Advise the Plant Supervisor regarding noted defects in vehicles, plant/ equipment and
monitor the close out of remedial measures.
Conducts HSSE inspections and participate in HSSE audits. Prepare reports as required
and monitor follow up on corrective or preventive actions.
Identify the areas of environmental shortfall and implement appropriate controls. Monitor the
activities involving potential environmental damage and advise Line Management on
corrective actions or appropriate control measures.
Improve HSSE awareness amongst all AAC personnel using standard training aids such as
videos, posters, films, handouts, etc.
Provide topics and scenarios for the monthly emergency exercises and communicate
learning points.
Assist line management & Supervisors in the presentation of toolbox talks when required.
Highlight any short falls in the adherence to the AAC HSSE plan & HSSE specification and
HSSE standards to the Site Supervisor, Engineer/Site Manager and HSE Manager.
Review the short term planning for HSSE critical activities and advise the Site Supervisor
regarding safe working procedures and methods to ensure correct HSSE execution of critical
activities.
Advise Site Supervisor/ Site Manager on Occupational health and hygiene issues.
Prepare and maintain Self verification Tracker. Identify trends, areas or improvement
