Procurement Specialist responsibilities include researching new suppliers, ensuring that all purchased products and materials meet the specifications, and negotiating with vendors as needed.
Ultimately, the Procurement expert will understand the needs of our organization and ensure we achieve our supply goals in a timely manner.
He/she is accountable for the procurement of consultancy services based on Procurement Rules and Procedures.
Key Responsibilities & Accountabilities:
Create appropriate bids for new projects.
Be able to support managers' relationships with suppliers and negotiations.
Be able to advise on compliance with Public Contracts Regulations as well as the legislative requirements.
Be able to write reports of a project's results and present recommendations.
Provide continual evaluation of how a project is sticking to budget. If there are variations, a procurement consultant must implement corrective actions.
Participate in the meetings with PEs and other forums, to provide necessary guidance and support on procurement issues.
Review ToRs, EOIs and RFP (with technical assistance).
Review consultancy services procurement notices and ensure wide dissemination of procurement opportunity.
Review REoIs, TOR, Short lists, RFPs etc.
Support opening of EoIs, preparation of technical and financial proposals and the management of the proposal opening process and preparation of the minutes of the proposal opening.
Advise PEs in conducting contract negotiations and provide guidance on matters that could be negotiated..
Render advise on preparation and issuance of award notification to successful firm and publication of award notification in accordance with required provisions of Law.
Advise PEs with contractual matters that may arise - amendments to contract, extensions and any other related issue.
Review and advise on all correspondence with PEs and for collection of all required documents from the PEs.
Support preparation and maintenance of all case files for the assigned procurement cases including filing of all case related documents, safe custody of securities, etc.
Give guidance at various stages of procurement to ensure adherence to applicable procurement procedure.
Any other task assigned from time to time by Manager/ Director
Qualifications and Experience:
Master’s degree in management, administration, economics, public policy, business procurement, supply chain management or any other related fields.
Must have at least 10 years of experience management roles within procurement.
Having a Certified Procurement Professional (CPP®) certification.
