We are seeking a highly experienced and proactive Emergency Planning Manager to lead our efforts in developing comprehensive community risk assessments and managing resource requirements across our fire stations. As we serve a rapidly developing city encompassing multiple communities, the successful candidate will be instrumental in ensuring the readiness and efficacy of our emergency response operations.
The Emergency Planning Manager will be responsible for crafting detailed community risk assessments that identify and categorize potential hazards. This role involves a thorough analysis of community-specific risks, including natural disasters, industrial accidents, and other emergencies. The candidate will also provide well-supported justifications for the allocation of resources, ensuring that our fire stations are optimally equipped and staffed to meet the needs of our evolving urban and suburban landscapes.
In addition to resource management, the Emergency Planning Manager will oversee the strategic planning and coordination of firefighting operations. This includes developing and maintaining robust communication protocols to ensure clear and efficient information flow during emergency responses. The role will also involve managing mutual aid agreements with neighboring jurisdictions, ensuring seamless cooperation and resource sharing during large-scale incidents.
The ideal candidate will possess a deep understanding of NFPA 1710 standards, particularly in the context of operational performance for fire departments. They will be adept at translating these standards into practical applications that enhance our emergency response capabilities and ensure compliance with national benchmarks.
Key Responsibilities:
Community Risk Assessments:
- Guide and consult on hazardous categories within the community.
- Develop comprehensive community risk assessments to identify potential hazards and vulnerabilities.
- Recommend appropriate resources and strategies for managing identified hazards.
- Analyze data to determine resource requirements for effective emergency response.
Resource Allocation:
- Identify and justify the necessary resources (equipment, vehicles, manpower) for fire stations.
- Develop detailed plans for full alarm deployments, performance metrics, and response times.
Operational Guidance:
- Provide expertise on the operational aspects of firefighting, including strategies, tactics, and safety protocols.
- Ensure that firefighting operations are conducted efficiently and effectively.
Communication Protocols:
- Develop and implement robust communication protocols for emergency situations.
- Ensure seamless coordination and communication among firefighting teams and other emergency response units.
Mutual Aid Agreements:
- Establish and maintain mutual aid agreements with neighboring communities and organizations.
- Coordinate mutual aid responses to ensure rapid and effective support during large-scale emergencies.
Training and Development:
- Conduct training sessions for fire fighters and emergency personnel on risk assessment, resource allocation, and operational procedures.
- Promote continuous improvement and learning within the team.
Stakeholder Engagement:
- Engage with community stakeholders, government agencies, and other relevant parties to enhance emergency preparedness and response capabilities.
- Communicate effectively with all stakeholders to ensure transparency and cooperation.
Qualifications:
- Bachelor’s degree in emergency management, Fire Science, Public Administration, or a related field.
- Extensive experience in emergency planning, firefighting operations, and risk assessment.
- Strong understanding of community risk assessment methodologies and resource allocation strategies.
- Excellent knowledge of firefighting equipment, vehicles, and manpower requirements.
- Proven ability to develop and implement communication protocols and mutual aid agreements.
- Strong analytical, problem-solving, and decision-making skills.
- Excellent communication, leadership, and interpersonal skills.
- Ability to work collaboratively with diverse teams and stakeholders.
Preferred Qualifications:
- Professional certification in emergency management or fire safety (e.g., CEM, CFPS).
- Experience in managing emergency operations within a fire department.
- Knowledge of NFPA or international standards related to emergency management regulations and standards.
- Familiarity with advanced emergency management software, innovative tools etc
